    If your Blue Badge application has been unsuccessful, the appeals process consists of two stages:

    1. Stage 1: Review Stage

    Before submitting an appeal, you must first request a review of your application. This involves providing an explanation in writing why you believe the initial decision was incorrect and how you feel you meet the eligibility criteria. To request a review, please complete this form. A review must be completed before moving on to Stage 2.

    2. Stage 2: Appeal

    If you have completed the review and still wish to contest the decision, you can submit a Second Stage Appeal to the Blue Badge Appeal Panel by completing this form. This appeal will examine whether the correct processes were followed during the initial assessment and the review, it does not involve a re-assessment of the medical information.

    Important Information:

    • This form is for the First Stage Review. A review must be carried out before you can appeal the decision. 
    • You must submit your review within 4 weeks of receiving the initial decision.

  • Please explain to the Concessionary Travel Team why you wish your application to be reviewed. You can use the space on the page of this form or attach a letter or additional pages of your own.

    The Concessionary Travel Team will have access to all the information you previously submitted when you applied for a Blue Badge and will carefully review the initial application outcome. If they decide that you still do not meet the eligibility criteria, they will provide a detailed explanation in writing of how you do not meet the eligibility criteria.
