    If you’re disabled or have a mobility condition, apply for a freedom pass to travel for free. 
  • Who can apply

    Adults and children over the age of 5 can apply for a Freedom Pass.

    You can apply if you:

    • receive the higher mobility component of the Disability Living Allowance (DLA)
    • receive 8 points or more for moving around component of Personal Independence Payment
    • receive 12 points for planning and following a journey component of Personal Independence Payment
    • receive 8 points or more for communicating verbally component of Personal Independence Payment
    • are blind or partially sighted (copy of CVI required)
    • have been refused a driving licence (DVLA evidence required)
    • are profoundly or severely deaf (copy of Audiologist report)
    • are without speech (medical evidence required)
    • are without arms or have a long-term loss of the use of both arms (medical evidence required)
    • receive a War Pensions Mobility Supplement (copy of award required)
    • have a disability or you have suffered an injury which has a substantial and long-term adverse effect on your ability to walk

    Freedom Passes are issued in line with the central principle of the Equalities Act 2010. The types of disability that enable people to claim the statutory minimum are those which are permanent or which have lasted at least 12 months and which have a substantial effect on a person's ability to carry out normal day-to-day activities.

    Freedom passes are regularly reviewed and will not automatically be renewed.

  • Confirm your identity and address

    Freedom Passes are only issued to people who live in the borough. 

    Provide a copy of 1 of the following documents as proof of your address:

    • utility bill (a gas, water or electricity bill dated within the last 3 months)
    • council tax bill (dated within the current year)
    • TV licence
    • rent book
    • driving license

    Provide a copy of 1 of the following documents as proof of your identity:

    • your birth certificate (unless your name has changed for example, if you married)
    • your marriage certificate
    • your medical card
    • your passport
    • European ID card
    • driving license

    You will need to include a recent passport standard photograph taken within 3 months.

    If your disability is a physical disability then you must answer all the following questions.
  • Discretionary eligibility criteria

  • If you have answered Yes to either of the above, ask your relevant team to provide a supporting letter.

    If you ticked no to either or both of these options, unfortunately, you are not eligible for a freedom pass.

    To be eligible for a discretionary Freedom Pass under this criteria you are required to be under the care of an NHS Mental health Team or be under the care of a Mental Health Social Care Team and be able to provide us with supporting evidence.

    This includes applicants who have been issued with a discretionary Freedom Pass in the past. We are unable to review your application if you do not meet this criteria.

  • You will need to upload a copy of each of the following:

    • document that you are a resident of the borough of Kingston
    • passport standard photograph
    • document confirming your identity and date of birth

    If you automatically qualify you will need to upload a copy of 1 of the following: 

    • document confirming that you are receiving the higher rate mobility component of the Disability living allowance, or mobility component of PIP, or war pensioner’s mobility supplement
    • CVI, BD8 or evidence from an ophthalmologist if appropriate
    • Audiologist report if appropriate

    If applying due to a physical disability or discretionary you will need to upload a copy of 1 of the following: 

    • medical evidence if applying due to a physical disability 
    • supporting evidence if applying under discretionary
